Introduction. There is a growing call, both from society and the state, to reintegrate the educative (upbringing) function into the pedagogical design of continuing adult education and to ensure the profound internalisation of traditional values by personnel of law enforcement agencies. Consequently, research into spiritual and moral education has gained considerable relevance and urgency. Integrating spiritual and moral education (hereinafter SME) into the political and educational work (hereinafter PEW) of law enforcement agencies necessitates a reconceptualisation of PEW and of the place and role of SME within it. These findings will provide a basis for modeling PEW in line with the current understanding of continuing professional education. Methods. This study drew on an analysis and generalisation of pedagogical research findings in the field of the theory and design of spiritual and moral education within general pedagogy and higher education pedagogy. Employing systemic and humanitarian-anthropological approaches alongside the philosophy of culture and tradition, we conducted conceptual work and pedagogical modeling. Results. This study systematised humanitarian research findings in spiritual and moral education from the 1990s to the present. These findings formed the basis for: (a) a description of the mechanism linking the spiritual and moral culture of the people to the spiritual and moral culture of the professional’s personality; (b) the author’s definition of PEW; and (c) a substantiation of SME as a system-forming basis within the PEW system. Conclusion. Based on an analysis and synthesis of theoretical and pedagogical concepts, PEW and SME are defined as tools that support the self-education and selfcultivation of police officers within a system grounded in the principle of continuing education. The study identifies a promising research direction, namely, a systemic analysis of the external environment of PEW, viewed as a subsystem of moral and psychological support for the activities of law enforcement agencies. This step will facilitate the optimisation of practical work.
